July is the right month for Kuta if what you want is the full-volume version. The bars are at capacity, the beach is busy in a way that feels alive rather than crowded, and the surf is genuinely excellent.
My honest steer is about the day trips. In July the Uluwatu run and anything north into Ubud will cost you far more of the day than the map suggests. Either commit a full day and leave before seven, or skip it entirely and use the week for the beach, the water park and the bars. The half measure, leaving at two and hoping, is how people end up spending a July afternoon in a stationary car.

July is the top of the season here. The swell is consistent, the wind is offshore in the mornings, the sand is clean and the sun is not in doubt. For a surf and nightlife week, the conditions do not get better than this.
Neither do the numbers. July fills Kuta and Legian completely. Room rates are at their peak, Waterbom has real queues from mid morning, and the drive to Uluwatu that takes ninety minutes in April can take considerably longer now. The thing that saves Kuta in July is the thing that always saved it: you can walk to almost everything, which means the traffic is somebody else's problem for most of your day.

Book the room months rather than weeks ahead, because Kuta is fully booked at July rates and what remains late is rarely well located.
